The CEO and President of Empact Solutions is Elizabeth V. Siplin. She is a highly respected professional and is a 100% Disabled Military Veteran who served our nation as a Military Police for 27 years while performing in positions of increased responsibility. 

While in the United States Army, she served as the Directorate of Emergency Services Sergeant Major and possesses an MBA in Business and Sports Management. She has experience as both a Project Manager and Physical Security Specialist who contributed to enhancing an agency’s readiness by providing a wide range of installation management and human services support to civilians, Soldiers, and their family members. 

This type of background is vitally important when working with governmental agencies and their management and human services structures. She has subject matter expertise, as it relates to all of Empact Solutions’ projects in the areas of critical thinking and problem solving, strategic planning, and coaching and mentoring.

Public relations, marketing, and communications strategy

Madeira Public Relations opened its doors in 2011 and has a rich history of serving respected local and national nonprofit organizations. Locally, our clients have included the American Heart Association, Gulfcoast Legal Services, Early Learning Coalition, PARC, Healthy Bones Tampa Bay, Meow Now, Florida Dream Center, Friends of Strays, and the Nonprofit Leadership Center. 

Our work for these organizations included developing marketing and communications strategies; campaign planning and execution; research; media relations; social media campaigns; policy campaigns; content development; video production; graphic design; web design; coalition building; core skills training; and more. 

Each of the aforementioned clients hired Madeira PR to lead projects that would positively impact all members of our community. Our work with the American Heart Association included outreach specifically targeting the public health needs of local black and brown residents. An example of this work included developing a relationship with The Weekly Challenger and ghostwriting articles on timely heart health topics.

Our work with GulfCoast Legal Services included a bilingual video project and research to determine how best to formulate a campaign that would effectively reach vulnerable populations. 

The coalition we created for American Bone Health specifically focused on health equity and involved our seeking input and participation from such entities as the Center for Health Equity, Metro Health, military veterans, the Pinellas County Urban League, and the Hispanic Services Council, among numerous others.

One of our core service areas includes researching and evaluating an organization’s functional processes as it relates to its core mission. This commonly includes guiding nonprofit leaders on how to more effectively manage their team. These findings and recommendations are then built into the strategies we develop for our clients. This can include multi-year marketing and communications plans as well as crisis mitigation strategies.

Our work with Meow NOW, a local nonprofit dedicated to reducing the community’s stray cat population by spaying and neutering feral cat colonies, serves as an example of how we integrated management consulting services into our communications and marketing strategies. 

When we first met with the organization, they shared specific fundraising goals, particularly around staffing and operational infrastructure. Through extensive research and consultation with leadership, a more nimble and cost-effective operational strategy was devised for this organization. 

These operational changes redirected the focus of the marketing and communications plan we developed and presented to Meow NOW’s board of directors.

Legal consulting and government affairs

I am born and raised in St. Petersburg and I have an extensive history of supporting and receiving benefits from local nonprofit organizations. When I was 14 years old, I was a student of Les Jeunes Danseurs, a nonprofit organization that allowed ballet students to take classes free of charge. In order to provide payment to the ballet teachers, family members and those old enough to, would work concessions at Tropicana Field and the former Bayfront Center. Since graduating law school, I work continuously with Community Law Program, a legal aid society in St. Petersburg. There, I counsel on the issues of non-profit organizations, family law, and bankruptcy. Community Law Program selected me as the recipient of their Young Lawyer Volunteer of the Year in 2012 and their Lawyer Volunteer of the Year in 2019. 

My experience in working with nonprofits stems from my volunteer work at Community Law Program. As a legal aid society, Community Law Program serves the needs of St. Petersburg’s disadvantaged clients. Since 2020, I personally handled 21 pro bono matters for Community Law Program, in the areas of family law, bankruptcy, and non-profit organizations. Most of St. Petersburg’s poorest residents, who meet the income criteria of Community Law Program, are Black and Brown. I have handled their divorces, their paternity cases, their bankruptcies, and I have assisted them in establishing and governing non-profit organizations. 

I have experience evaluating a range of non-profits. My work with Community Law Program allowed me to work with larger non-profit organizations, which receive federal funding and have various entities within them, as well as organizations that are run by a single person. My nonprofit experience with nonprofit entities includes churches, non-partisan groups, cheerleading, animals, and therapy, to name a few. I have been able to evaluate the individual organization’s needs, complete the necessary forms to obtain 501(c) status, and determine what continuing level of support each organization will need to continue its operations.

Fetch Data provides web systems development, operations consulting, platform integration, data analysis, and Quick Base support. Fetch Data will be the lead agency developing and managing our client database to share technology resources.

Dr. Thompson received her undergraduate education from the University of Pennsylvania where she received a Bachelor of Arts degree in Sociology and Urban Studies; she furthered her formal education by receiving her Master of Arts Degree from Howard University in Criminal Justice and Urban Studies. Dr. Thompson completed her dissertation in December 2016 for her doctoral degree from Nova Southeastern University in Organizational Leadership and Management.

Since opening her leadership and management consulting firm in 2007, Dr. Thompson has served on both national and international leadership teams. She has stayed abreast on new and transformational modalities that can be tailored to fit her clients.  Believing that ‘everything rises and falls on leadership,’ this certified women-owned business company is available to move you and your team forward.
